Insurance

# Solvency II is changing, *and a resolution regime arrives in the same month.*

Two directives must be in Dutch law by the end of January 2027. DNB has already asked insurers how ready they are, and the gaps it found are not in the capital calculations.

The Solvency II review goes well beyond recalibration. It changes the risk margin, opens a proportionality route through small and non-complex undertaking status, widens group supervision for some structures, and requires a sustainability risk plan most insurers have never written. The resolution directive lands the same month, creating national resolution authorities and pre-emptive recovery plans.

DNB's survey found that most insurers know which processes and policy documents must change and have timelines against them. The gaps it named were more specific: smaller insurers without the sustainability plans the rules now require, firms inside mixed financial holdings unable to state their own group status, and very different expectations of what proportionality will deliver. EIOPA has also published what supervisors will test in the ORSA, which leaves less room for interpretation.

## **And the rules that apply to everyone**

Underneath all of that sits a second set of rules that reaches every financial institution, and for an insurer they tend to meet in the same places. Life and health pricing is high-risk under the AI Act, and the health data behind it is a special category under GDPR. Anti-money-laundering rules reach the same customers at payout, sustainability reporting describes the same portfolio the ORSA does, and DORA covers the systems that hold all of it.

## **Where each insurance rule sits in the change cycle**

The Retail Investment Strategy is still at scanning: agreed but not final and years from applying, although it will be used to judge product decisions taken now. Resolution planning is at design, because the recovery plan has to be written from scratch. DNB's survey shows Solvency II has moved into implementation, product value has become a question of evidence, and sustainability risk in the ORSA has reached assurance.

Every regulatory change moves through the same regulatory change lifecycle. No matter where each rule sits, Helia can help your teams.

### **Retail Investment Strategy**

**Agreed Dec 2025**

**Where the sector gets stuck**

#### **Judged against benchmarks not yet built**

Product decisions taken now will be assessed against peer benchmarks supervisors have not built yet, so there is nothing to comply with today and still a risk in ignoring it.

[**Scan**Hold the proposal in the library now, each requirement anchored to its source passage, so the team works from one copy while it is still being negotiated.** Regulatory Nexus **](https://acecompany.nl/helia/regulatory-nexus)

### **Recovery and resolution**

**National law by Jan 2027**

**Where the sector gets stuck**

#### **A document nobody here has written**

A pre-emptive recovery plan has to be built from scratch, agreed across risk, actuarial, finance and the board, and be credible to a resolution authority that is still being set up.

[**Design**Test what the policy house already covers against the new requirements, so the plan starts from what is actually missing.** Impact Assessment **](https://acecompany.nl/helia/impact-assessment)

### **Solvency II review**

**Applies January 2027**

**Where the sector gets stuck**

#### **Most of the plan is in place**

Most insurers know which documents change and have timelines. DNB also found smaller insurers without sustainability plans, and firms unclear on their own group status.

[**Implement**Put the current policy house against the revised requirements and against itself across entities, so the result is a concrete list of changes.** Impact Assessment **](https://acecompany.nl/helia/impact-assessment)

### **Product value**

**In force, EIOPA focus**

**Where the sector gets stuck**

#### **Showing the product delivers value**

Almost every insurer has a product approval process. Evidence that it produced a product delivering value is a separate record, and is often not kept.

[**Evidence**Trace each requirement to the control meant to satisfy it and surface the ones with nothing behind them, with the reasoning for each verdict on record.** Risk & Control **](https://acecompany.nl/helia/risk-control)

### **Sustainability in the ORSA**

**Supervisory priority 2026**

**Where the sector gets stuck**

#### **Scenarios that stand up to review**

Climate scenarios are often built once, by a small team, on assumptions nobody wrote down. The same portfolio is then described differently in the sustainability statement.

[**Assure**Check the ORSA and the sustainability policy against the requirements and each other, so inconsistencies between them surface early.** Impact Assessment **](https://acecompany.nl/helia/impact-assessment)

## **Helia does the heavy lifting. You stay fully in control.**

Helia reads regulatory text and pulls out what is actually being asked for. It takes the documents you already have, whether policies or procedures, and assesses them against those requirements. It maps your controls to the requirements they are meant to satisfy and shows where nothing covers them. And it keeps the trail intact, so any conclusion can be followed back to the wording it came from.

We built Helia for the stretch between reading a regulation and reporting on it, because that is where most of the effort in a regulatory change goes.

The judgement calls stay with you. Our senior practitioners, who have run this inside regulated institutions, take the first assessments with your team, so you see how conclusions are reached and hold the method afterwards.

## **Already live, and providing value today**

RegAI Helia is already live in a number of large European financial institutions. From massive acceleration in interpreting regulatory requirements, through complex impact assessments run against your own internal artefacts, to speeding up the creation of regulatory data requirements, the Helia workbench provides value modularly, and it does so today.

Where the gain sits for you depends on what you already have, so the first conversation is about your current set-up.

## Wherever you are in the cycle, *we can help*

Preparing for changes that are coming, accelerating work already under way, or checking after the fact.
